By Rabindra RooplallAfter accusation of fraud by several members of the public, Fazil Ramzan, of Umana Developments who took clients money and promised house lots with houses but never delivered has been caught and is in police custody at the Brickdam Police Station since Friday.Many persons who were duped into the scheme turned up yesterday at the Brickdam Police Station to give statement against the fraudster who claimed that he was developing a housing scheme at Sarah Johanna on the East Bank of Demerara.Last year, clients turned up at the former office of a local housing developer in the city to uplift monies which were paid towards a housing project intended for the East Bank of Demerara but which never materialised. Their efforts were in vain.The victims claimed that Ramzan of Umana Developments received payments by local and overseas–based Guyanese towards various projects. According to reports no project was ever sanctioned by the commercial banks. At the same time the developer was engaged in a court battle over the lands intended for the project.A West Demerara resident, who requested anonymity, said that she had invested some $300,000 towards the project several months ago after making an initial payment of $200,000. She said she was able to retrieve the initial payment from Ramzan; however, she made numerous unsuccessful attempts to contact the developer as she was no longer interested in the project.She said she was working at a public agency close to where the developer’s office once was on Brickdam and after making inquiries with Ramzan, she decided to invest monies in the low income homes which were available. She was required to make an initial deposit of 10 per cent of the cost of the house.The woman noted that the developer had boasted of a “good architectural plan” for the project and as such she indicated to him that she was interested in one of the homes at Sarah Johanna. She said she lost contact with the developer in mid-2009. She noted however, that one of the man’s employees was looking after the project.The distraught woman said that she was told by Ramzan’s employee that the business operation had moved to a location in Kitty, from Brickdam, last year,Wholesale Jerseys, but she learnt that the business subsequently moved from that location after the developer was unable to pay the $150,000 monthly rent.Additionally, the employee informed her that the transport for the land at Sarah Johanna was in the name of another person and Ramzan was attempting to transfer ownership of the land into his name.She said the developer had explained to her, initially,Cheap Jerseys For Sale, that there was a matter before the courts involving the land at Sarah Johanna, between him and squatters who were occupying lands in the area. 一、房地產開發投資完成情況
2017年1-10月份,全國房地產開發投資90544億元,同比名義增長7.8%,增速比1-9月份回落0.3個百分點。其中,住宅投資61871億元,增長9.9%,增速回落0.5個百分點。住宅投資佔房地產開發投資的比重為68.3%。
1-10月份,東部地區房地產開發投資47936億元,同比增長8.0%,增速比1-9月份回落1個百分點;中部地區投資19379億元,增長13.1%,增速回落0.2個百分點;西部地區投資19612億元,增長4.1%,增速提高0.5個百分點;東北地區投資3617億元,下降0.4%,降幅收窄2.9個百分點。
1-10月份,房地產開發企業房屋施工面積752334萬平方米,同比增長2.9%,增速比1-9月份回落0.2個百分點。其中,住宅施工面積515387萬平方米,增長2.8%。房屋新開工面積145127萬平方米,增長5.6%,增速回落1.2個百分點。其中,住宅新開工面積104125萬平方米,增長9.6%。房屋竣工面積65612萬平方米,增長0.6%,增速回落0.4個百分點。其中,住宅竣工面積46559萬平方米,高雄建案,下降2.7%。
1-10月份,房地產開發企業土地購寘面積19048萬平方米,同比增長12.9%,增速比1-9月份提高0.7個百分點;土地成交價款9695億元,增長43.3%,增速回落3個百分點。
二、商品房銷售和待售情況
1-10月份,商品房銷售面積130254萬平方米,同比增長8.2%,增速比1-9月份回落2.1個百分點。其中,住宅銷售面積增長5.6%,辦公樓銷售面積增長28.2%,商業營業用房銷售面積增長21.4%。商品房銷售額102990億元,增長12.6%,增速回落2個百分點。其中,住宅銷售額增長9.6%,辦公樓銷售額增長20.2%,商業營業用房銷售額增長27.9%。
1-10月份,東部地區商品房銷售面積56194萬平方米,同比增長3.5%,增速比1-9月份回落2個百分點;銷售額58492億元,台南新成屋,增長5.2%,增速回落1.7個百分點。中部地區商品房銷售面積34697萬平方米,增長12.3%,增速回落1.6個百分點;銷售額20950億元,增長21.4%,增速回落2.1個百分點。西部地區商品房銷售面積32636萬平方米,增長12.8%,增速回落3.2個百分點;銷售額19176億元,增長27.4%,增速回落4.6個百分點。東北地區商品房銷售面積6728萬平方米,增長8.3%,增速提高0.3個百分點;銷售額4372億元,增長22.8%,增速提高1.3個百分點。
10月末,商品房待售面積60258萬平方米,比9月末減少882萬平方米。其中,住宅待售面積減少772萬平方米,辦公樓待售面積增加17萬平方米,商業營業用房待售面積減少87萬平方米。
三、房地產開發企業到位資金情況
1-10月份,房地產開發企業到位資金125941億元,同比增長7.4%,增速比1-9月份回落0.6個百分點。其中,國內貸款20798億元,增長20.2%;利用外資125億元,增長1.6%;自籌資金41086億元,增長0.8%;其他資金63932億元,增長8.2%。在其他資金中,定金及預收款38632億元,增長14.8%;個人按揭貸款19586億元,下降1.0%。
四、房地產開發景氣指數
10月份,房地產開發景氣指數(簡稱“國房景氣指數”)為101.49,比9月份提高0.04點。
