The determinants in the process are justice, fairness on the side of the council and the security of the interest of the city and the populace.”The Commissioner added that he has noted with great consternation that the comments about “justice delayed is justice denied” which seems to suggest that someone has concluded that the two officers are guilty before the completion of the report.“I can neither accept nor indulge in that kind of behaviour. Also there have been utterances about the cost and how much the council has been paying the officers who have been sent on leave. I have reflected on this and have concluded that the benefits to be derived from the process of the inquiry far outweigh the money paid to the officers.”And several officers of the council have expressed publicly that they have benefited from the inquiry process.He said that the process was able to unveil that the municipality had zero information, no financial audit since 2004, no general ledger, no monthly accounts done by the appropriate officers, and no supporting schedule to represent any figure provided by the department.As a result he said that he has met with officers of the Treasurer’s Department and constructed some basic tools necessary for proper accounting at that entity.“I must say that for the first time in many years the Council is likely to have an unqualified report from the Auditor General for 2009.This would not only elevate the morale of employees but also improve public confidence in the work of the municipality.
